The SALVEO system is composed of a network of sensors wirelessly connected to a small base station. Several motion sensors detect and assess the older user's movements, and in case of a presumed emergency situation the system can alert the carer(s) automatically, without the need of the user's intervention, like pressing a button. Carers also have access to a web portal which informs them of the older person’s real-time state.
The service aims at improving the quality of life of older people and their carers. Being monitored around the clock, care recipients can live independently in their homes. In addition, their formal and informal carers are reassured by being constantly informed in case of critical circumstances.
The SALVEO tele-assistance was created by the French ICT Company PERVAYA, with a budget less than 10,000 euros, to benefit aging in place. The service is partially funded by the government. From 2007 the state covers half of the subscription through a tax credit, i.e. the Barloo Law, that regulates the domestic services sector also to old people, since 2006 introduced different tax advantages for households who can write off 50% of legal expenditure for domestic services against private income tax up to 12,000 Euros p.a. Furthermore, this law established that employers 70 years old or more had not to pay any social contribution for directly employed workers (IWAK, 2011) Users are required to pay a monthly fee subscription of 39€, which can be covered by the General Council under the APA (Allocation Personalisee d'Autonomie) depending on the subscriber’s state of dependency and financial resources. Each type of subscription provides a different ICT. Installation does not require any wiring as it is activated by means of infrared wireless sensors and is connected to a telephone line.
Up to now, no impact assessment has been carried out, although the service seems to have a positive effect both on the ability of older people to live independently and safely, as well as on their carers’ quality of life.
SALVEO’s fundamental purpose is to increase the quality of life of carers (formal and informal) and care recipients by detecting and analysing the latter’s daily activities.
SALVEO’s objectives are to:
-Alert carers during an emergency;
-Gather data, in realtime, on the older person's state of activity;
-Prevent and anticipate eventual emergencies;
-Reduce emotional stress.
SALVEO tele-assistance was created by PERVAYA, a French technology company founded in 2005 with the main goal to support aging in place by developing an active telecare system based on ambient intelligence technology.
An important economic and technical driver was to differentiate the SALVEO tele-assistance, from classical tele-assistance systems, by not requiring the older person to wear an accessory or to push an emergency button. Such classical tele-assistance systems, which are passive, have been available for more than 20 years without undergoing significant changes, other than bracelet tuning. Moreover, experience has shown that accessories that have to be worn and manually activated, are rarely effective. In fact, 2/3 of older people did not wear them. But more importantly, 50% of the them were physically unable to push the bracelet button during an emergency.

The movements of care recipients are constantly monitored and automatically analysed by a remote computer in order to generate an alarm, which is sent to a carer, in the case of a fall, for example.

Operational process:
The SALVEO system is composed of a network of sensors wirelessly connected to a small base. Several motion sensors analyse the older person’s activity to allow the detection of an eventual fall. A sensor allows constant monitoring of the ambient temperature to detect extremes caused by heating system problems. A front door sensor detects extended, unscheduled absences. The central base gathers data from the different sensors and sends it via a telephone line (ADSL or 3G) to a SALVEO remote server for automatic analysis. If an abnormal change in the older person's movements is detected, an alarm message is sent to a call centre, who then alerts a carer. Care recipients are not required to wear an accessory or to push a button.
Purpose and strategies:
To allow the older person to remain at home in a secure environment by automatically monitoring movement without the use of accessories or the assistance of carers. SALVEO respects older people’s privacy, while decreasing their risk of health problems.

An optional 7€/month (reduced 50% after tax credit) have to be added in the case of a subscription to a medical board when alerts are not taken into consideration. Given the value of the equipment, a deposit is required, which will be fully refunded when the equipment is returned at the end of the contract.
Since the company has received a number of awards, the likelihood of future funding appears high. Furthermore the PERVAYA Company is looking for distributors across Europe and North America to expand its client base.

The main promotion strategy is the SALVEO website as well as partnerships with local care organizations for older people.
In the opinion of the initiative’s coordinator, this service can positively impact on the quality of life of :
- Informal carers, as it can reconcile care and work and improve their social life and health.
- Elderly, as it helps them to continue living independently and safely in their homes (Nehme, 2013).
This service positively impacts on:
- Companies and labour market, as it can help informal carers to reconcile paid work and caring tasks so it can avoid added costs for replacing the worker who has to stay at home with the care recipient (Nehme, 2013)
This service benefits public authorities, the NHS and social care services, as it could preventand anticipate eventual accidents, thus helping to save the costs of home caring and hospitalisation and optimises financial and human resources (Nehme, 2013).

Today the SALVEO system is mainly delivered in France directly or through a network of distributors and partners. However the company is looking for distributors and partners all over Europe and America. SALVEO is operatively mature, but is not well integrated into the national health system. Nevertheless its competitive advantage eliminating the need of the care recipient to wear any accessories or to push a button, could increase its scalability and transferability.
